I don't think these delayed aren't caused by Apple - I'm sure they are. For some reason they don't like the app and are asking for fixes/changes/information. But if all was ready for launch in June then this would have been sorted then, but there was no mention of Apple hold ups in the last minute decision not to launch.

Yes, Apple are very protective of their revenue models, so if they are working on something similar then they will put this app under increased scrutiny. I've mentioned before that when Apple Pay was first starting in the US we submitted an app for one of the Australian banks that allowed payment through your phone. There were hold ups when it was first submitted as they tried to pick holes in it and had a few requests for more information, but it was approved eventually after 2-3 weeks.
