Yes I am well aware of those events. The RAP was pathetic. The people knew that. They got very little from it. Dar and Bagamayo are densely populated places (compared to little old Mahenge) with a larger socially advantageous population (ruling class) who can sway things their way and had much to gain. Mahenge is different. Why do you think the land owners engaged a fire brand Polly with a chip on his shoulder.
