I don't think anyone is capping it. Why would they cap it! The potential and opportunity are both clear and standing in front of everyone. You take it or not.
Those who put their sell orders on 2.1c might be the sellers with large holdings who don't want to sell any cheaper than 2c. So they get positioned at 2.1. That's perfectly normal trading pattern IMO. If they see any weakness they may even sell down to 1.8c. Then buy back again, or miss the train. That's the trading life.
