I think it is possible, but unlikely. Usually patented products are usually to encourage development such as new drugs and products. MM isn't exactly a new idea, giving multiple licenses out would not be a threat to R&D and would actually encourage companies to play by the rules with strict guidelines. On the other hand, the Australian government won't be handing the licenses out left right and centre, my guess would be tops of 10 licenses? IMO
