Not sure how you gonna impose a penalty.
Cant we cancel our bid if we happen to think that sentiment toward a particular stocks had change, and this stock may fall further.
I happen to bid for arq at 1.36c but I think that it may fall further so I change my oder and sometime cancel it.
better hope the sell orders are not real, page-8
