There is a huge difference between the cost of full field development over many years and costs to first oil which brings in revenue. Costs to first oil are looking in the region of $ US 2-3 bil if they lease an FPSO and also depending how they develop it.
Sounds like a certain poster is trying to muddy the waters once again....
