Not sure where you got your "quote" from but Google Chrome gives me this:
"foreign imports of raw materials demand, China 1-8 months of imports by about from Malaysia, Russia, Myanmar and other countries 1 tons of rare earth products, including imports from Malaysia accounting for 65% , the average price of 6.5Meiyuan / kg should be rare earth enrichment."
Should also be remembered that while Lynas would form the bulk of Malaysian RE exports the tin mining industry still produces effectively a RE concentrate as by-product in some quantity.
