Yes that's the key part of the announcement. On the plus side they are clearly trying to transfer funds. Very hard for shareholders to share in any upside though if they aren't able to transfer money.
It may just be a normal delay in processing or it could be a change in stance towards Australian companies given Australia has disallowed Chinese investment in some large assets e.g. Kidman etc and China has cracked down on The Crown etc.
The buy back might just be around the corner but I'll wait until it starts even if I have to buy back in higher again.
