The company told in its net saying the 5th licence is in dispute.
Below is the copy from the company net.

    Uranium Projects
    Erongo Granites Project
The Company has a 90% interest in two granted tenements prospective for Uranium in the Damara Uranium province in Namibia. These tenements cover an area of approximately 420 square kms and lie directly north and south of the Erongo Complex. The Erongo Complex is approximately 250km northwest of Windhoek, Namibia’s capital city, and 200km northeast of Swakopmund. Access from Windhoek is via 180km of bitumen road to the town of Usakos. The granted licenses (EPL 3453 and 3454) are accessed by a well maintained gravel road from Usakos. The uranium target falls into the category of intrusive uranium deposits. This type of deposit is associated with instrusive rocks including alsakite, granite, pegmatite and monzonites. Major world deposits include Rössing (Namibia) and Ilimaussaq (Greenland).

The area lies along the juncture of the intracontinental and coastal branches of the Damara Orogen. The highly metamorphosed and deformed sediments are intruded by rocks of granitic to dioritic composition of various ages which mark distinct phases in the orogenic evolution. Several Cretaceous alkaline anorogenic complexes, as well as extensive extrusions of basaltic lava are related to the opening of the South Atlantic. They are bounded by late Palaeozoic to Mesozoic sediments of the Karoo Sequence.

Intrusive-type uranium deposits are confined mainly to the western portion of the Damara Orogen which contains the operating Uranium Mine at Rössing. The uraniferous granite occurrences discovered thus far, are situated in the Central Zone of the Damara Orogen between the Omaruru and Okahandja Lineaments. In places, porphyritic granites (e.g. Spitskoppe) have a uranium count of similar values to that of Rössing. These granites are potential uranium source rocks for the nearby duricrustal deposits.

Both granted tenements are characterized by extensive granite hills and mountains. The granite underlying EPL 3454 also show a distinct shear zone in the central portion. This is a potential host for remobilized uranium, concentrated along shears and joints within this structural corridor. The granites at the base of the hill are very grained with limited veining in places. Both tenements are underlain by white to pinkish white coar-grained granites that commonly contain biotite and black tourmaline, and in places maybe pegmatitic.

    Spitskoppe Project
The Company has a 90% interest in two exploration license applications in the same province covering an area of approximately 500 square kms. The granting of these tenements is pending. The Company also has an interest in a third exploration license although this application is in dispute.
