On the ABC it states that Jim Comey says Hillary Clinton should not face charges on her email practices.

i.e.
FBI tells Congress it has not changed conclusion on Clinton emails

That means Hillary Clinton will not face any charges relating to her use of a private email server during her time as Secretary of State.

I would assume this is aimed at her use of a private email server only!!
