My take on it is they probably are not too concerned about having a JORC on the rubies.
Open the pit, pull the rubies out, scale up the bulk sampling and let the numbers speak in volumes? The JORC will come later. They are probably primarily focused on bringing cash in to prevent a massive capital raise
