As far as i remembr CITI never wanted to continue tio stay with the banking syndictae as per the news ites floating around before the banks covrted debt to term loan.Loos like pressure of other syndicate memebrs prevailed on CITI and later bailed out . There may be more compelling internal reasons for CITI as CITI has been one of the most effeted bank during GFC . People made then even now so many things out of all that is there and was there in the market.
It is a big thing that some of american banks are still around.
