Nuclear facilities do not actually add to the amount of radioactive material on the planet. It was already here mainly as natural uranium which we mine and concentrate for use as a fuel.
In a concentrated state it is dangerous but spread widely is little or no danger as it was there before anyway. The problem is that once it is concentrated it is difficult or impossible to disperse the waste widely and thinly enough that it poses no risk.
