The regulations do not make allowance for "special conditions" (you have no relevant special conditions anyway) and there is no grandfathering.
The changes are retrospectively applied.
MNS has two years to list on the DESSE and be 30% owned by Tanzanian locals.

What's worse for MNS is that 5% free carried interest you have to give to the Tanz government too - and the Mining Act says they do not have to pay for capex for any of their share.
What a mess for MNS.
