Maybe the one individual you talk to doesn't want to give you an answer because he smells a rat. Perhaps he doesn't want his name associated with it until everything is out in the open as it could be embarrassing if it has been given the seal of approval by the government and then starts to smell a little rancid.
Perhaps FAR are the vehicle to ferret out what COP are desperate to keep under wraps, after all what would be simpler than saying -

"Certainly FAR you are entitled to concider PE and here are all the details you need to know to match the WPL offer"

So if all is above board why has this not happened still sounds like a cover up to me.
