The only system you could have is a first past the post in a presidential election and I would not wish that system on anyone,we have similar results in Australia where electorates are divided up by population and we have had a number of elections where both parties have won elections and not won the majority of the votes,this can happen one party chooses not to run a candidate or when one party wins decisively in a large number of electorates but falls short in electorate numbers.
I think Clinton won California by around 3 million votes but the overall percentage of popular vote over the winning vote is less than 1%.
