Yes that is true but one has to live with the electoral system in place.
As discussed previously 53% of South Australians voted for the Libs at the last election - however they didn't win enough seats to form government.
Trumps victory is the same. Hillary didn't win enough electoral college votes. The fact she might have won the majority vote is irrelevent - just like it is in South Australia.
Its also like the senate - the states have equal representation regardless of their population. Its probably why Keating called them 'unrepresentative swill'.
