I believe the companies intentions are clearly stated in the wording of paragraph 5 in Res 6
Quote:
"In the interest of preserving the Company's ability to maintain a flexible approach to finalising negotiations of the MPA, the company seeks shareholder approval for the issue of shares as part of that agreement. The material terms of this provisional placement would include"

The keywords being finalising negotiations

Many here are too focused on short term gains. This company is in the process of building a Blue Chip Powerhouse. Patience is required, because if you sell out of this one early, you will be paying many multiples to re-enter.
