Yes this looks like a complete overreaction. It's not even the end of November yet and as I recall there was never any clear promise of any information related to funding on or by any particular date, only guidance.
It seems clear there will be news in days or perhaps weeks rather than months or years if the goal is to get most of the thing built in the next 12 months.
