Seems that way. But I think Notice To Proceed was issued when FERC gave notice they rejected Sierra and advised the DOE to Proceed with thier paperwork. I don't have time to fetch links and such, but to my knowledge the next step should be getting customers and financing.
I wish I could private message some of you, cause we're not blasting out sensitive information. Just know there's some progress I've witnessed with me own eyes that would make any investor comfortable.
