Trouble is every member of OPEC (and some non -OPEC) fancies themselves a cheat who wont can't be caught. Some like Nigeria need to differentiate between who much they 'produce' at the well head compared to what they ship because the rebels are tapping into the pipes and commandeering it as 'production' of their own.
The only exception is the Saudi's - who want to be seen as the one who make the rules.
Long live the house of Saud (as long as the money lasts anyways).
