I spoke with management last week and they stated Sinopec thinks it will be completed THIS month, where as Kalina's US engineers are giving a more conservative timeline for jan 2017, under promise, over deliver maybe?
I would say all eyes on china for now, and I expect a re-rate at the completion of the plant.
