The fundies know that the stock is going to get shorted when they lend out the stock and so create a double whammy really when they protect themselves from what they know is going to happen. Doesn't really seem right but they are playing within the rules. Its just that we only find out the stock is getting shorted after the fact and not before.
My opinion only and maybe I am wrong.
