The other states on board would most likely be those held by labor, with a question mark over Queensland.
South Australia, Victoria and the ACT would be definites, IMO.
I am not sure about NSW, Mike Baird is definitely more moderate than his federal colleagues, so maybe them too.
WA are in about as much trouble as South Australia in regard to base load power, so I wouldn't rule them out either.
If the majority of those states create their own ETS, what the Feds want, might not matter.
I look forward to reading what the other premiers have to say.
None of the LNP held states appear anywhere near as hardline as the Federal LNP.
