Are you saying that IEC 61646 certification does not give reasonable assurance of stability? If not, I'm not sure what else can, other than actually having the panels installed in the field for 12-20 years. But it is interesting to think about what IEC 61646 (and other PV standards) do and don't do. This presentation from NREL was very informative for me as a layperson:
