Tensile strength of concrete is nominally one tenth of the compressive strength. So even if you had a 200% increase in tensile strength, this would still be grossly inadequate to replace primary reinforcement. Secondary reinforcement can be replaced and there are current methods available now. Edencrete may be able to replace secondary reinforcement without any hassles.
I am not a believer in primary reinforcement replacement, and never will be. We have poured and lifted panels without reinforcement, The reinforcement does not get applied to the lifting equation. However I have seem many panels that have cracked in use for various reasons (forklifts running into them) and in these cases it is only the reinforcement that stops the panel from falling apart and becoming a lethal weapon.
