The liberal party will ultimately give SYD the new airport rights and for agreeable terms. All the powerbrokers hold shares in SYD and want to see the monopoly maintained. They actually do also want the second airport constructed but won't do it in a way that harms an existing institution. The 'playing hardball' is all for show as we all know that in the liberal party world "free trade" is code speak for "monopoly". No worries here.
