Amazon AWS can host the content, you don't need to own your server, AWS will be much more cost-effective and scalable.
Vubiquity is providing the content and DRM?
Akamai takes care of transcoding and caching contents, so the content can be scalable and faster to stream.

Not sure about Vubiquity, but Amazon and Akamai even I could set up in a couple of days, so technically I don't think there should be any hurdle.
