I don't think anybody is claiming it was not specifically targeted at the ACL, the motive is the question. Personal grudge? Ex-staffer? Thankfully the police were able to conduct multiple interviews with the suspect whilst he was in critical condition after walking four k post-explosion. Nothing fishy about any of that.
