From a quick read, it seems like they're not performance shares as such. It says they'll be given to employees basically to keep them motivated to continue working for the company instead of moving on. It doesn't seem like they're being given to directors, CEO, etc. The latter is where you'd expect it to be more related to shareholder interests (share price, etc). Normal employees should just be motivated to continue giving value to the business while retaining that knowledge within the company. I don't see a big problem here.
