You would reckon if there was no additional actions going on, they would have plugged the well many moons ago.
If there was problems with closing the well, you would believe they would or should have announced they were having issues.
If they had some engineering genius suggest that it was possible to continue the drill, I don't believe they would need to announce it until the re-drill commenced. So, I agree - #2 for mine.
