You would also need to set aside a fair slab of that 2.6 trill to prop-up and subsidise the public transport because in mnay developed countries it's not economic now at current prices.
As for the biodiesel: how many forests and jungles would you cut down to produce the biodiesel needed to fuel the tens of millions of vehicles you'd want to manufacture? How many wheat fields would you turn over to producing the biomasss needed for your biodiesel. I'm a fan of biodiesel but I can't see how it can be anything other than a minority contributor to the fuel needs of the world.
