I suggest that you read the prospectus and understand the mechanism of SPP.
This is not initial public offering. The SPP differs from initial public offering which could be oversubsribed.
For the SPP, it is either under-subscribed or fully subscribed. It could not be over-subscribed because every holder regardless of his or her number of shares held, can only subscribe up to maximum of $15,000. If you subscribe $5000, you will be given shares equivalent to $5,000. If you subscribe $15,000, you will be given shares equivalent to $15,000. If you would like to subscribe more than $15,000, it could only be done if there is a shortfall.
So for the SPP, the eligible shareholder will definitely obtain the shares equivalent up to maximum of $15,000 if he or she subscribes it.
Hence, we need badly news prior 20 January 2017 so the share price could be above 0.033 which will give incentive to eligible shareholder to subscribe the SPP.
