    It seems logical that if a claimant decided to change their mind and not pursue an injunction in court, then they should be able to do so. Can't imagine a court then saying 'ok, your injunction had some merit, even if you now don't think it has, so we will pursue it against your wishes.'

    We've already seen the Fed govt accept the PBR/KAR negotiations as being valid due to the fact that they were almost complete last year.

    So the issue is whether PBR and the union can come to an agreement. The translation from PB5 seems to be an indication that the union is ready to negotiate and has listed its demands....but we still don't have an agreement. Maybe with a bit more negotiating, both sides will compromise? (And so no delay into Feb with a court case reviewing a non-existent injunction?)
