My understanding of the rules is that when holders reach or exceed 5% of a listed company they are ONLY required to disclose such interest to ASX. Only when holdings get much higher would there otherwise be some declaration of intentions.
Remember holdings above and below 5% can shift very quickly, up or down, depending on variable fund flow strategies of investing concerns.
