You"ll find alumina is produced and refined from bauxite, the refining being very thermally intensive. This is not an electrolytic process, and is generally done close to mine sites, eg in Western Australia. The sites in WA actually EXPORT large quantities of electricity from onsite gas fired cogen.
Aluminium on the otherhand is produced (from alumina) in electrolytic smelters, sited where baseload electricity is cheap.
