An important thing to note is that there is an auction for energy prices every 5 minutes, however once a generator enters the market, the price they bid for that 5 minutes holds for the following 30 minutes. So there is financial incentive for the gas-fired peaker plants to delay entering the market until power shortage pushes the price high.
