Re paperwork and regulation :- in many places around the world the legislation has a sunset date IE it has a set life and must be redefined to suit the changing conditions or it is at an end, ceases to exist
Australian laws/legislation are never ended, they just clutter up the system and become obstructions to efficient operation and produce holes for enthusiastic lawyers to drive through
