    In my opinion yes.
    Axiom or smm.
    AVQ have done the drilling, employed the locals and have tribal chiefs in axiomkb.
    SMM have not done so and have annoyed the locals.
    Landowner concerns trump everything in SI so avq are IMO in the box cuseat if it comes to a choice.
