If you want to track down the author you'll notice that you won't find the report via a search engine. That's because the search engine robots haven't referenced this so called blog. Knowing that the report can't be searched for then it stands to reason that the person to first post the link is surely the author or has been directly provided with the link by the author.
If you then search for the address in quotation marks you can find references to the links and your most likely author.
