The GST is paid to Canberra and is distributed to the states that is true. I am sure Canberra does not carry out this function for nothing though.
I believe the Queensland government has been running surplus budgets for some years now just like Canberra.

Actually I support the GST but think it should have been applied to everything as originally intended until the Democrats upset the applecart and we got a half baked GST which did not allow for significant cuts in other taxes as was intended. The present government could have changed this situation since gaining control of the senate but chose to leave it as is.
