Actually this is good sense too, staff can get a good spectrum of question types in quickly, as long as the staff have the right customer experience and are not too biased ( by which I mean aren't necessarily representative of real customers because they already have good product knowledge). But for a first trial yeah using staff to help train the model helps manage the risk of the project.
