Besides as someone pointed out, they pay out billions in share buy-backs which is just a different way of giving back some money to the punters.

And another thing!!!! BHP wastes billions every year in bum projects (hot briquetted iron, anyone?) and cost over-runs. If they paid better dividends they may be forced to watch their pennies better.
