Lots of copper....plant can run at twice the original designed speed...find more copper (beneath existing it, we know it's there just not how much) and step carefully through regulatory process.
That is IMO why TP often comes across as so conservative, he knows it is extremely important to follow the process in Brazil. I have Brazilian family members in the finance industry and journalism (helps with AVB ) and they assure me time and again that if you put the wrong persons nose out of joint you are screwed. It's one of the reasons I believe AVB will continue to under promise yet over deliver for years to come. They know the processes, play with appropriate respect and have built impeccable relationships. That attitude/modus operandi is paying dividends.
