That is a good question and unfortunately I don't know the answer (though I highly recommend emailing FAR that particular question). If I were to guess (and it is purely a guess) I would imagine that FAR didn't just sit there and not respond - I would imagine that they did go back and ask for further information and were possibly not given that information - which meant that they were not in a position to PE - hence the dispute. I really don't think they would have risked missing out on PE just because of an updated RISK result.
