What exploration could they have done in Q4 2016. Native title not settled and hence access to the ground acquired in September was not possible. Still isn't for the eastern tenement. Without the arrangement with RHM even the upcoming drilling may not have happened.
I suspect management would agree with you it is slow going but following the mining act and many other requirements does require inordinate patience and attention to detail to get it right.
Progress may seem glacial but IMO it is probably as fast as is possible from what JK said at the AGM. There he was hoping to have drills turning by Christmas but grant of Native title and subsequent POW approval suggested it wasn't going to happen....
