BP have not offloaded, there simply isn't the volume even if they wanted to, but if they are long term there's 130m or thereabouts. Pretty much only the retailers would constitute any sort of free float and that free float is rather small at the moment, but if the SP decreases enough I imagine there are a lot of stops at the 1.5/1.6c level - look at the volume-price spread on the 27th june/july 2015 lets see how it goes, I expect if it does hit those stops it'll act as a spring.
