The short of it is large traders pay next to nothing per trade.
Sitting around watching stock is not efficient use of time and computers can trade small amounts over large periods of time to achieve better outcome.
It has been like this for years.
Can you manipulate price with it? Sure if the market is not thick enough
Is it fair for retail schmucks, maybe maybe not, at the end of the day someone is buying something from someone else at an agreed price.
If it scares you only trade huge cap stocks like bhp or banks and you won't notice it as much (although it will be going on just as much).
