You are right mate. Both are Subordinated in level.
However, the new NABPE would contain non-viability clause where the previous one,NABHB, does not. Essentially, NABHB is Sub-debt criteria pre-Basel 3. However, NABPE would be post-Basel3. So this is effectively lower in ranking.
