The company has been underpaying ALL staff for many years now, after the certified agreement ended years back. It has delayed agreeing to new rates as long as possible and very reluctantly, probably only due to potential pressure from the public.
I love how the company basically accepts no responsibility and puts the blame back on the franchisee, when they have systematically and 'legally' been underpaying employees for years.
